ECO4 Flex Scheme information

The ECO4 FLEX (Flexible Eligibility) scheme allows Local Authorities to refer private households for energy efficiency improvements. These households are typically in fuel poverty or are particularly vulnerable to the effects of cold living conditions, but do not meet the usual eligibility criteria of receiving means-tested benefits. The FLEX scheme is a referral mechanism that broadens the scope of ECO4, offering help to a larger pool of households.

Under the FLEX scheme, Local Authorities can identify households that may not be eligible for ECO4 through traditional channels but are still in need of assistance due to low income or vulnerabilities. Once identified, the Local Authority refers these households to energy suppliers or installers, who will evaluate their eligibility for improvements such as insulation, heating systems, or other energy-saving measures.

Energy suppliers and installers are responsible for determining which households are best suited for the scheme. There are four distinct routes through which households can be referred for FLEX funding, each designed to target a specific group of vulnerable or low-income households
